- Armenia, Italy, Turkmenistan, Bangladesh, Belarus, Sri Lanka, Uzbekistan, Comoros, Nepal, Spain, Iran and Tanzania have been selected as partner countries of this summit.
- Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Odisha and Andaman Nicobar Islands have been kept as partner states.
